Mission Statement
The mission of the Dual Language Program of Tillamook School District 9 is to prepare students for a changing world through a rigorous, multicultural education that develops biliteracy and bilingualism, values cultural identities and diverse perspectives, and strengthens connections in the local and global communities.

What is Dual Language Education?

Dual language, also known as Two-Way Immersion, is a form of education where students are taught literacy and content in two languages (Spanish/English). Dual language programs focus on learning content, such as math or social studies, through the partner language, which differs from traditional foreign language programs that teach the partner language as a subject.
What is Dual Language Education?

Students in a dual language classroom, referred to as Emergent Bilinguals (EB), include both native Spanish and English speakers placed in the same classroom, ideally at a 50 percent ratio. Because native Spanish speakers serve as strong models for the partner language, it is important to maintain this ratio of native Spanish-speaking students in any classroom configuration. Two balanced student groups coming together to work cooperatively is not only conducive to language acquisition, but also to the cross-cultural exchanges that lead to increased sociocultural competence.
What is Dual Language Education?

The TSD9 Dual Language Program is currently a 50/50 model, where 50% of instruction is in Spanish and 50% is in English. Specific subjects are taught in English, while others are taught in Spanish. Curriculum and grade-level content standards are consistent with the elementary school programs of TSD9.

The Dual Language Program in Tillamook School District 9 begins in kindergarten, with students remaining in the program through sixth grade and into secondary in order to reach and maintain high levels of proficiency in two languages.

Goals of Dual Language Education

TSD9’s Dual Language Program upholds the following three pillars of dual language education outlined by the Center for Applied Linguistics:
- Build literacy, content knowledge, and language skills in both English and Spanish
- Demonstrate high levels of academic achievement in all core content areas in accordance with district and state standards
- Cultivate an understanding and appreciation of other cultures, and strengthen attitudes and relationships among students, their families, and the community
